test: add proper page navigation to team-management-permissions

This PR fixes flakiness in the team-management-permissions e2e tests by making page navigation
explicit after permission changes and improving the API assertions.

What changed

  • Added waitForHome() before interacting with the home page UI
  • Replaced permission update response checks with expect(...).toBeOK()
  • Moved page.goto('/home') from beforeEach into each test, after the permission change, so the
    page is loaded only after the updated permissions are applied
