Stamp v0.22.1
Version stamp for v0.22.1: nix/package.nix and both plugin manifests. Made by scripts/update-nix-flake.sh (which verified the Nix build) and the stamp scripts.
Release contents: #995 (scope the Codex plugin probe to the 37signals marketplace). On a new machine with Codex signed in, basecamp setup codex and basecamp doctor reported "Cannot query Codex plugins" because the probe waited on OpenAI's remote plugin catalog.
Why a patch release: one fix, no command added, removed or renamed (.surface-breaking is unchanged since v0.22.0).
