#3491 chore(gates): drop the dynamic-import binding residue no rule reads

Follow-up from the #3430 review.

#3430 collapsed R76 to a ban, which removed the only rule that read ImportEdge.bindingResidue. The layering model still computed the field, and model.test.ts plus four rule fixtures still pinned it. This removes the field, the residue capture in destructuredDynamicImportBindings that fed it, and the bindingResidue: false lines in the fixtures. Destructured dynamic-import symbols are still captured and tested. ADR 0032 doesn't mention the field, so it needs no change.

Validation: pnpm check:quick, pnpm check:layering (313 pass), pnpm depgraph:test (43 pass), and pnpm check:affected --run (all runnable checks passed).
