#3511 test(coverage): drop the fixture knob no test turns

Summary

Removes noFunctions from run.test.ts's coverage-record builder. #3501 rewrote the deleted-function case to keep the score record at CRAP 42 while the source loses the function — the version whose --all assertion can actually fail — and that was its only caller. The flag is still declared and branched on, so the empty-fnMap record exists to build a case no test builds: a fixture standing in for a tool with nothing checking it, which is the shape #3486 removed on the tool side. Part of #3414.

Validation

• SHA on origin/main: 59 tests pass (check:coverage-crap:test), and check:affected --base origin/main --run is green under the gate lock. tsc --strict on run.ts and run.test.ts reports only the run.test.ts:88 narrowing error that pre-exists on main.
• Confirmed the knob was dead before deleting rather than by the suite afterwards: three sites, all in this file, none of them a caller.
• -14 net, one file, no behaviour or assertion changed. Risk: if a future case wants a record with no functions, the builder takes the option back — but only once something needs it.
