docs(web): name the fleet lifecycle set in the refresh gate's comment
Summary
Follow-up to #3541. The comment above shouldRefreshAgentBrowserProcessRecord still said the scan refreshes for open and close only, after record joined AGENT_BROWSER_FLEET_LIFECYCLE_COMMANDS. It now cites the set itself rather than enumerating members, so the next addition cannot make it stale again. One comment line in agent-browser-provider.ts; no behavior change.
The review's other finding — the if (seed === undefined) return; early return in agent-browser-record-retention.test.ts — was resolved before merge: the head that landed (a1fa5ae70) already fails those cases when the host cannot name a live pid.
