#4284 feat(cli): render scoped snapshot refs in their pinned form

Summary

When snapshot -s (or any scoped snapshot) emits refs, the text output renders them as bare @eN even though only the pinned form @eN~sG is accepted afterwards, so copying a ref out of the output fails on the next use. Scoped output now renders each ref in its pinned form and discloses refsGeneration, closing the ADR 0014 contract gap for the text surface (the JSON surface already carries both).
