docs: slim daemon runtime coupling ADR
Summary
Slim ADR 0022 to its decisions and ownership boundaries so stale audit paths do not obscure them. Two files, including the ADR index; no scope expansion. Part of #4205.
Size: 11,177 → 4,253 bytes. Stale paths: 2 → 0. No contracts moved; the observation, lifecycle, open-target and selector contracts remain in the ADR.
Wording drift
R76 retains static and dynamic imports and the process-root exception. R75 still compares handler file sets to the merge base, permits departures, and excludes other reads. The hop restriction still covers pass-through and translation hops, endorses only the audited runtime-types collapse, and supersedes the ≤14 target. The conditional selector operation and admitted binding retain their scope. The selector-producer sentence changes from a historical fact to a rule. The route restriction states the existing deletion-test condition.
