docs: slim request-bound runtime ADR

Summary

Slim ADR 0019 to its runtime decision and move durable recovery contracts to their capture-kit owner. Four files; scope expands to owner documentation. Part of #4205.

Migration ledger

  • Status, overview, and context: keep the accepted decision and proposed amendment; remove repeated overview and completed history.
  • Section 1: keep family, package-direction, host-capability, composition, and laziness boundaries; remove file and export inventories.
  • Section 2: keep operation admission, owner facts, shape and subject distinctions, projection, and coverage.
  • Section 3: keep provider arbitration and exact owner identity.
  • Sections 4–5: keep lifetime and fencing decisions; move detailed durable recovery, adoption, and cleanup contracts to packages/capture-kit/docs/durable-resource-recovery.md.
  • Section 6: keep closed shapes, permanent gates, and review constraints; remove completed cutover procedure.
  • Sections 7–8: delete checkpoint history; keep evidence tiers and facts-only admission.
  • Sections 9–11: keep binding exception, evidence, startup/shutdown, teardown, and host-service boundaries.
  • Relationships, consequences, alternatives: keep decisions and reasons; remove migration narrative.
  • End state: keep proposal, baseline, target, and anchor; measurements and hop trace remain in ADR 0023; remove completed file maps.

Wording drift

Required, preferred, and conditional operations remain distinct; an unsupported operation shape remains a leaf refusal and a subject can have its own fact. Owner arbitration and reattachment remain fail-closed. Cleanup holds the fence across destructive work and the persisted transition. The recording amendment remains proposed, including its per-kind failed-finish condition. The 60-file target remains proposed and the 14-hop target remains superseded. Durable recovery details remain in the owner document; their owner and completeness were corrected after independent review.

Validation

Head c719c44d019e0b96738665548a6fde4fa87b5ef1. Install, build, format, doc prose, and doc links passed. pnpm check:affected --run --head passed all runnable checks with exactCommit=true, checkoutChanged=false (.tmp/validation/run-u9loPm/receipt.json); tooling comment changes selected the full gate. GitHub-authoritative lanes remain for CI.
