Removes the release workflow step that added a "View the attestation of this release" link (https://app.chainloop.dev/attestation/<digest>) to every GitHub release.
Public workflows were removed (#3163), so workflow run and attestation visibility is RBAC-only. The link only worked for members of the organization that owns the release workflow, and for everyone else it led to a login wall or a not-found page. The release is still attested in Chainloop. Only the link in the release notes goes away.
