feat: implement issue #1103 — cmd_rollback moves the bare <agent>/<ring> tag, not <agent>/v<M>-<ring> — the emergency lever is a silent no-op for every v-scoped agent
User description
Closes #1103
Implemented by dev-lead agent. Please review.
CodeAnt-AI Description
Make rollback move the channel tag used by the fleet
What Changed
- Rollback now targets the current major-version ring tag, such as
dev-lead/v139-stable, when it exists - Rollback falls back to the legacy bare ring tag when the version-scoped tag is unavailable
- Rollback now fails with a clear error when neither ring tag exists instead of completing as a silent no-op
- Added coverage for version-scoped targets, legacy fallback, and missing-tag failures
Impact
✅ Rollbacks reach the channel used by version-scoped fleets
✅ No silent rollback no-ops
✅ Clearer missing-ring errors
