#475 Bound and test Reflex compatibility window

Fixes #447

Summary

• Bound xy[reflex] to >=0.9.6,<=0.10.0; CI samples the minimum, latest 0.9.x, and upper bound (0.9.6, 0.9.13, and 0.10.0).
• Added Reflex component compilation and state-event rebuild smoke tests.
• Applied the same bound to release installation checks, artifact metadata validation, and compatibility documentation.
• Hardened CI workflow verification against skipped or inactive smoke commands and malformed project metadata.

Testing

• Focused metadata and workflow verifier suite: 244 passed.
• Reflex compatibility smoke tests passed locally for 0.9.6, 0.9.13, and 0.10.0.
• Ruff check and format checks passed; scripts/verify_ci_workflow.py passed.
• uv lock --check and the reflex-release workflow sync check passed.
• Built sdist and native Windows wheel; both artifact verifiers passed.
