chore(contracts): sync the worker's steering v2 contract

Summary

  • Syncs the worker's steering v2 contract into apps/sim/lib/mothership/generated/ with the repo's sync scripts: SteerV2Request, SteerV2Response, the MAX_STEER_CONTEXTS and MAX_RUN_STEERED_IMAGES limits, StreamSteeringApplied, and the steering_applied stream frame.
  • Additive only. Nothing in Sim uses these yet. Sim's side of a paired contract merges first, per the mothership sim-companion process, so sim-sync can pass on the worker PR.

bun run type-check in apps/sim, biome on both files, and the worker's sync-protocol.ts --check against this branch ("contract copies are in sync").
