Summary
Map the FORGEBOT_BUF_TOKEN Actions secret to BUF_TOKEN on the infra code-generation step.
Motivation
Remote plugin generation is hitting the BSR's unauthenticated rate limit. Providing the token lets the Buf CLI use the higher authenticated quota.
