The Conflict Resolution System manages inconsistencies between data sources, architectural mandates, and operational states within the Imperial Archive. It ensures system integrity by applying a strict hierarchy of precedence and formal logging of all detected discrepancies.
The system functions as a core component of the 01_GOVERNANCE layer. It records conflicts in a centralized registry, classifies them by severity, and tracks their status from identification to resolution.
Precedence Framework
The system resolves data or logic collisions using a seven-level precedence hierarchy. Higher levels always override lower levels. When sources occupy the same precedence level, the system selects the entry with the most recent date. If dates are identical, the Founder provides the final decision.
| Level | Source | Description |
|---|---|---|
| 1 | FOUNDER_CANONICAL_DECISION | Direct mandate from Latifah Almutairi |
| 2 | CANONICAL_REPOSITORY_MAIN | The main branch of the Imperial Archive |
| 3 | VERIFIED_DECISION_LOG | Logged and executed historical decisions |
| 4 | APPROVED_SYSTEM_CONFIG | Confirmed operational configurations |
| 5 | VERIFIED_OPERATIONAL_RECORDS | Historical operation logs |
| 6 | RESEARCH_AND_EVIDENCE | External or internal research findings |
| 7 | EXTERNAL_REFERENCE | Third-party documentation or data |

Conflict Registry and Status
The registry tracks all identified system conflicts. Each entry includes a unique identifier, title, current status, and severity rating.
Severity Levels
- HIGH: Critical architectural or security discrepancies (e.g., repository visibility or branch protection).
- MEDIUM: Policy or operational inconsistencies (e.g., language limits or commit signatures).
- LOW: Path declarations or minor configuration mismatches.
Registry Entries Example
conflicts:
- { id: "CONFLICT-001", title: "Public vs Private Repository", status: "resolved", severity: "HIGH" }
- { id: "CONFLICT-004", title: "Declared config/ path vs actual", status: "pending", severity: "LOW" }

Resolution Workflow
Conflicts follow a specific lifecycle integrated with the project's Change Control mechanism. Discrepancies must be logged before they are resolved, and all final resolutions are permanently recorded in the Decision Log.
The following diagram illustrates the flow from conflict detection to canonical resolution:
The system ensures that no platform overrides the canonical repository and no AI agent overrides the Founder.

Authority and Governance Rules
The Conflict Resolution System is governed by specific constitutional articles and authority roles:
- Founder Authority: The Founder (Latifah Almutairi) possesses absolute authority to decide anything and override any previous decision to resolve conflicts.
- Agent Constraints: AI agents cannot modify governance, redefine origins, or override founder decisions.
- One Body Policy: In emergency situations involving system breakdown, the system mandates a "One Body Policy" where all components must maintain unity and resolve fragmentation immediately.

Decision Logging
Once a conflict reaches a "resolved" status, it is transitioned to the decision-log.yml. This file serves as a verified source of truth for all historical reconciliations.
| Decision ID | Date | Title | Status |
|---|---|---|---|
| DEC-2026-001 | 2026-10-08 | Repository Private | executed |
| DEC-2026-003 | 2026-10-08 | Reclassify UNLIMITED as Symbolic | executed |

The Conflict Resolution System maintains the stability of the Imperial Archive by ensuring that all internal contradictions are identified, escalated through the proper authority matrix, and resolved according to the established Source of Truth hierarchy.
